As Sergio has indicated, the fundamentals remain consistent however there are different drivers and constraints for public sector projects than those run in typical private sector for-profit companies.
Funding is one example - there is usually fixed annual budgeting in public sector whereas in for profit private sector companies there is an opportunity to increase scope if profit exceeds expectations.
I wouldn't consider regulatory or conpliance requirements to be a difference - yes, public sector has a lot of those but so does financial services and healthcare.

The foundation is definitely the same but the flexibility of application varies due to different rules and regulations such as funding, justification requirements and so on.
