1)What is the meaning of "The project must yield a 15% reduction in part cost"?
( I am trying to link above statement with what I have learnt
"Benefits should be higher than the cost for every project even for non profit projects"
2) is this the quantifiable expectation done by stakeholder analysis?
3) Is this done by cost-benefit analysis(BCR)?
4) Is it applicable for every project or this is a kind of analysis at selection project?

Thanks in advance.
