For your project to be 200% overbudget means that either the estimates that were done and budgeting was done loosely or that the client changed the whole project !!!
The maximum any of the project I managed ran over budget was 25% and it was due to major client changes. The original budget was $27 Million.

We claimed many VO's and EOT, but the client has rejected the EOT and some variations and whatever accepted VO's they are not exceeding $ 0.7 Million.
underestimated because we squeezed our price to get the project.
