Earned Value without Cash

Has anyone working in a non-budget environment implemented EVM? Currently I am with a company that is almost enirely project-driven. However the development projects are almost always run without a cash budget. Instead the projects are measured in hours or days of labor.

I have tried applying a universal rate to all resources and running my EVM calculations. However those results have no real bearing on the work being done.

Jucan's article on "Effort-Based Project Forecasting" looks like a very good start. Does anyone have either experience or ideas on using EVM without money?

I am looking for information on this topic as well and came across your post. I notice that is is from almost a year ago. Did you make any progress on finding a solution?

No, as you can see yours was the first reply. I have tried to follow what was suggested in the article "Effort-Based Forecasting" but the jury is still out on that. meanwhile I shifted the earned value metrics to indexes (CPI, SPI, TCPI) so we have percentages instead of dollars. It appears to give more meaningful results for us.
