None. The reason is one: all related to open a new business unit is related to organizational strategy. Strategy is the way the organization react to environmental stimuli. The answers are thanks the functions/process defined. Project/portfolio/program must be part of those answers if and only if they are part of the strategy. After that, is time to define if a new business unit (PMO in this case) deserves to be created or not to locate those functions/process.

Thank you for the explanation, I thought the same but I faced a question in the interview, he was asking what framework or methodology would you follow to setup the PMO. So just thought of asking the experts.
According to my knowledge, PMO is not standard and it varies from org. to another org. but if it is set up correctly/by right methods with aligned of organization's objectives and business values, then for sure it will be very smart and genius structure.
