Juggle project with functional duties

To get more project work done, I prioritize tasks according to their importance, urgency, impacts on deliverables. However, I find it hard to manage project with functional duties, especially when both are of important and urgent nature.

Being in a functional organization structure, we are more inclined to take priority on daily operational tasks. Sometimes, this leads to delay in project work.

What difficulties do you and your team face in time management in project environment? How do you juggle project with functional duties?

When folks have both project and BAU/operational responsibilities, something always has to give when there's a crisis on one side or the other.

The only solution is to educate management teams on the benefit of focus. Segregating teams by having dedicated operations team members separate from project team members is one way to do this, and if you do it on semi-regular rotating basis (e.g. one year on operations, two years on projects) it doesn't encourage an "us and them" mentality between the groups.
