Can the team get complete responsibility from a Proxy Product owner?

Yeah, I am not a believer in that role, b/c, is the PO a proxy themselves? So that is like a double proxy :) twice removed from the source of truth, and thus, introducing risk.
In my experience, I have seen the 'proxy' role handed to those as an interim before assigned to a new team as the official PO.
