This depends on the mandate for a PMO. If you have a governance-focused PMO, then it could be responsible for facilitating intake and prioritization, as well as delivery assurance over active projects. On the other hand, a resource pool-type PMO might play a very small role in governance, and a CoE-type PMO might only define governance standards but not actually oversee their execution.
