However the training plan can be obtain at (9.1 Resource Management Plan" process.
Usually when a certain project manager do a training plan he mentioned the requirements
among it and clarify every thing inside this plan.

Project requirements are defined from product requirements. Definition of product requirements are outside the project management scope. Training requirement is a non-functional requirement. The moment where project requirements are defined is inside knwoledge area 5. To create a training plan you do not need people names, you can do that with role names. You have to realize that the training requirements under 5.2 and 9.1 are quite different. 5.2 is focused on training to properly use your project products/services. This can and should include organizational training to support organizational change/culture management.
On the other hand, 9.2 is all about the training requirements for the project team members. The training is usually focused on the tools and systems used to deliver your project outcomes.. Saving Changes...
