I have traced many questions by professional PM who indicated that the the WBS dictionary containing the project team "Name" who is responsible for carrying out that project package.
I found project team assignment is one of output of (9.3 Acquire Resources-Execution process group).
However I found some tools& techniques at (9.1 Resource management plan- Plan process group) have some chart which called (RAM or RACI charts) which includes the project team name.
What about your experiences in this issue?
May be because of progressive elaboration the WBS is updated!

When you acquire the project team you have to translate role names to people names. It is a good practice to start working on that from project charter in the case you can do that. To put people working on your project is one of the hardest things in my personal experience. Saving Changes...

You should leave the project team structure as abstract as possible for the longest of time. Eventually, the team and individual names will be firmed up.
If you absolutely need a specific team or individual, then make sure to identify them as key and essential resources as early as possible. Saving Changes...
