We primarily have waterfall projects, but also have a need for agile. Ease of use, integration, customizable, and reasonable price are vital. Our requirements include:
-Workflow management/assignment tracking
-Resource management
-Time Tracking
-Issue Management/Action item tracking
-Methodology/Process tracking
-Metrics Management
-Billing Tracking
-Change/Version Management
-Approval/Workflow Management
-Gantt Charting/Scheduling/Milestones
-Requirements/scope management
-Project portfolio management
Pros/Cons are appreciated. Thanks!

Catherine, since you have both waterfall and agile, you may need a tool which can be used for both type of projects. Now a days, JIRA has been considered as a Agile tool and it also has some waterfall features. Smartsheet has been a robust tool for both waterfall and agile.

JIRA Features:

Polished user experience
Powerful and customizable workflows
Unlimited custom fields
Bugs and defect management
Seamless source and issue integration
Powerful search and filtering
Advanced reporting
Customizable dashboards and wallboards
Advanced security and administration
Integration with flexible REST APIs
Easily import data from other systems
Mobile interface
Available OnDemand in the cloud
Available for download

Smartsheet features:

You can look into features and decide which fits for your organization.

Smartsheet by far is the best choice. I've only become aware of Smartsheet recently, watching the product videos, it appears to be very intuitive and easy to learn.

The best feature I think is that it can be used on a mobile device-smartphone or tablet.

Jira is a little heavy and has components you won't use for that size.

I asked a similar question back in June 2018. SmartSheet for sure is a great tool.

My question also addressed a time tracking mechanism. Currently, we use Harvest for time tracking and SmartSheet for project tracking and the other points you have listed. SmartSheet doesnt track project time the way our company needs to which is why we have Harvest. I'm still trying to find the best tool, but Azuqua seems to be the leading connector between Harvest and SmartSheet. Fingers crossed I can find a solution.

Definitely, check out SmartSheet!
