How PM should strive to build connect across teams, departments in dispersed locations set up?

Entities may or may not be of same domain/service lines.

How PM should approach them without any reason/with reason?

I am assuming the team members work with each other or they belong to the same line of business or department. Even if they do not they can be invited to connect with each other as a group.
- The Project Manager could schedule introductory meetings thru audio/video conference calls with all or few members of the team(based on the count) to start a connection.
- Set up biweekly or monthly connect session going forward.
- Have team members volunteer to take up domain, technical or leadership sessions or workshops which will help to build connection.
- If funds are available involve in fun team building activities(via a video conference meeting) for example quizzes or games or contest and give away a token prize.
- Involve them in projects so that they can work as team.
