In the case of the final phase, the activities and deliverables might be consolidated as part of project closure, so you could end up with only four passes through that process...

Just to add some information, for example in my actual work place, we have a Tier clasification of projects: from Tier 1 to Tier 5. Tier 1 are the most critical ones. Depending of the Tier clasification is the steps of our governance process we need to follow.

Not directly related to the original question, but I'm interested in knowing how your current organization is structuring their tiers. I'm assuming it is based on estimated project cost, so what are the thresholds they are using?
My current client (and former employer) also has a five tier classification model hence my interest in learning whether the thresholds are the same. Our lowest tier was $250,000 and was recently raised to $0.5 Million, and the highest tier starts at $50 Million...
Yes you may perform the close function as part of a phase or project, which is why it is called just that, but in your example the actually process would normally be four times with additional tasks in the final close. Saving Changes...

We have an excell spreadsheet where cost is only one of the questions that contribute to calculate the tier. Tier and risk is related in our case but cost is not the most important factor.
