Ideally, you'd be responding with an answer, an artifact, a signed document...whatever is being requested, but people get a great sense of comfort just knowing that you have received the request and will give it attention.

You are very right Doug, clarifying more on your point for any stimulus a respondent acts in 2 ways reactive and responsive. A good Project Manager should be more responsive than reactive. Reactive action is display of low Emotional Quotient (EQ), a project manager needs good amount of EQ to handle, conflicts and close issues within time.
