What are the top 3 qualities for a Project Manager?

Communication and stakeholder management are really key with the understanding that stakeholder management must broadly encompass the development of a team which shares a solid project vision from the start. This unified understanding and approach allow for greater project cohesion as well as accountability down the road.

There are already some excellent answers here.
Adding my two cents:
1. Leadership, which includes the ability to inspire and motivate a team, plus excellent communication, empathy, negotation skills, etc. Most importantly, ethical behavior and professional conduct. My co-author Sripriya and I dedicated an entire chapter to this topic in our recent global project solutions book, "Say YES to Project Success."

2. Technical Skills: While it is not a must for a PM to be an Subject Matter Expert (SME) in his line, a solid understanding of the fundamentals certainly helps. This will make sure that you can broadly understand and make decision on SME recommendations.
3. Business and Strategic Skills: To achieve project success, you need to understand the "big picture" of your project and the benefits it needs to deliver to your organization and/or client.

If you put these together, you can see that it fits in nicely with PMI's Talent Triangle!

One quality I have not seen is "Humility". I find that to be one required for many of the other qualities identified.
