Adding my two cents:
1. Leadership, which includes the ability to inspire and motivate a team, plus excellent communication, empathy, negotation skills, etc. Most importantly, ethical behavior and professional conduct. My co-author Sripriya and I dedicated an entire chapter to this topic in our recent global project solutions book, "Say YES to Project Success."

Technical Skills: While it is not a must for a PM to be an Subject Matter Expert (SME) in his line, a solid understanding of the fundamentals certainly helps. This will make sure that you can broadly understand and make decision on SME recommendations.
3. Business and Strategic Skills: To achieve project success, you need to understand the "big picture" of your project and the benefits it needs to deliver to your organization and/or client.
