For Large construction projects of size upwards of 1 billion ..how effective is it to have a common standard for project controls

Most large projects of the size of 1 billion upwards are broken into several projects with large and diverse teams. Each sub project has its own objective and controls specific to that objective.. But as they say the whole is not just the sum of the parts but greater. In order to achieve that greater objective...would it make sense to evolve a standard of project control and impose it on all the sub projects ? What are the challenges and pitfalls of this approach?
