who gets blamed if the project fails , The Project manager or the whole project management team?

Project Manager can't succeed in managing the project without the cooperation of the project management team when he requests for update and follow up , therefore is it fare to say the project manager didn't know how to manage the project or/and the project management team wasn't updating him accurately.

I agree, the environment and culture of the organization plays a big part in whether the project will succeed and not all stakeholders are on-board new ventures, however, it is usually the PM who takes the blame.

If the PM doesn't have the authority to make the project team do their tasks, then logically the PM can't be blamed for the team's failure to perform. However, depending on the organizational culture the PM will likely be blamed anyway.

What if you have been told it is a fuctional change and you need to sell yourself and authority power wont work ??
