I agree, the environment and culture of the organization plays a big part in whether the project will succeed and not all stakeholders are on-board new ventures, however, it is usually the PM who takes the blame. Saving Changes...

If the PM doesn't have the authority to make the project team do their tasks, then logically the PM can't be blamed for the team's failure to perform. However, depending on the organizational culture the PM will likely be blamed anyway.

What if you have been told it is a fuctional change and you need to sell yourself and authority power wont work ??
