Yes.

As per PMI's website, the prerequisites are:

Secondary degree
5,000 hours project scheduling experience
40 hours project scheduling education

OR

Four-year degree
3,500 hours project scheduling experience
30 hours project scheduling education

Yes, You can indeed take the PMI-SP without having got PMP-certified.
I've known a few colleagues who have got good career results from attaining their PMP Certification.
