What is the size of your people pool? Are you purely looking at people management support or is this supposed to feed a project scheduling system - if the latter, have you looked into any of the EPM solutions which have robust people pool capabilities?

Smaller operation; pool is about 10 people; weak matrix organization where the PMs pull from a group of Tier2 NOC employees to complete short projects (1-2 weeks). Are company utilizes Salesforce for overall functionality...PMs typically use SmartSheet to manage. Ideally, I'd like to use something that integrates into Salesforce/Smartsheet and not add another application.

We use Clarizen for timesheet reporting and schedule creation. It is an enterprise tool that advertises itself for organizations of 50+. The UI is easy to understand, and you can also facilitate discussions from the tasks laid out in the schedule. I've been happy with it so far & look forward to implementing more capability every day. The people management part of the application allows you to see workload across a team and at the individual level regarding % utilization and % free. It can show you what people are available which weeks in the future. Saving Changes...
