What project management portal can be adopted for team's automated monitoring and controlling activities.

I want to develop a program Management portal where my program teams will have access to customised program features. Please are there available portals I can adopt and edit to suit my project environment and also store data for me. Instead of going through new development?

1) why do you need a portal?
2) you are looking probably for a PPM tool. There are plenty but none of them can't fix or replace a bad process.

What current capabilities exist currently? Microsoft shop? Office 365? Have you reached out to Enterprise Architecture?

Project online on top of SharePoint within the 0365 ecosystem would offer a valuable platform with beneficial capabilities as a solution to your needs.
