Generally speaking management consider staff salary is big burden on the cost of running the business.

How you feel about that?

Typically in IT project, proposals are provided based on efforts and hourly rate of all working team members. So, salaries of team shouldn't be a burden to management.

SONALI, I really don't know how UT operate but if they're permenent employees then would be same as others viewed by management as burden

Some management certainly does. I think smarter management realizes there is a balance. Most of the cost of the project is determined by the team, but their payroll only counts for a small percentage of it. Sometimes spending more money to develop a smarter plan is the better investment.

When I think about people I've worked with over the years, I can also say that some of them are truly assets, while others are liabilities. ;-)

If the Pm and the team is doing what they are supposed to be doing then no, it is an asset. And this is the same for all employees. If a company feels that paying you is a burden then either you are not pulling your weight (in which case they are justified) or it is a #$@#$ company.

Anton, even if they're good assets which is the case most of the time but unfortunately they are still viewd as burden.

Cost of indirect resources are always covered in the estimates and costing. If this has not been considered then it is a disaster and should be corrected immediately.

The management sells the quality of the service provided by the project team as part of the proposal/company image... Thus, the salaries are an intrinsic part of the project's cost. If it was considered as a burden by the management, then its conception of the business is
biased.
Also, at the end of the day, someone has to do the job and that is definitely not the management.

In the IT field, human resources are considered your most important resource. You get what you pay for. If they try to find cheaper resources, then the quality of the work may not be there and the project will not be able to succeed.

Dinah, I agree totally with you and with cheaper staff or materials absolutely the quality will suffer or even the success of the project

I concur with Dinah on this.. In healthcare IT, the management cannot consider this has a burden, since it's very important to protect the data.
