Is SAFe (or any other Agile framework) a Project Management methodology?

Some organisation are implementing SAFe as an Enterprise wide delivery framework, sometimes replacing the concept of a project with 'initiatives' managed by Scrum Masters.
Are all the knowledge areas from PMBoK covered by Agile frameworks?

In my views is that Agile is about development and not project management. Sure agile or agility concepts can apply to different types of projects but that does not make it a PM methodology.

Depends on the agile framework. Disciplined Agile has extended beyond delivery to look at all the supporting functions so knowledge areas such as procurement are considered.

The agile frameworks do not mention in detail the PMBoK knowledge areas or specifically define how you have to apply the PMBoK knowledge areas. The book "The software Project Manager's Bridge to Agility" is a great guide to understand how the PMBoK knowledge areas still apply and how to "translate" their usefulness in agile environments.

Thank you Peter. I know the book. My question was if SAFe or any other Agile framework can be used to manage projects without combining it with traditional methodologies like PMBoK or PRINCE2. For example a question is how do you manage budgets in SAFe?

The answer is NO. You still have to manage budgets the traditional way. And NO , Scrum Masters are not Project Managers.
