As we know passive-aggressive behavior is contagious and the dysfunctional behavior spreads very fast
So how to break that vicious passive aggressive cycle? if you have seen this cycle play out in your workplace what have you done to break it? Saving Changes...
A combination of working agreements (department or team-level), senior leaders who "walk the talk", and the courage to challenge those who demonstrate this unhealthy behavior.
Every time we turn a blind eye to such poor practices, we are enabling them...

I agree on this and a diagnosis of this condition as well as a good expectation setting early on will help alleviate the issue. Behavior modification is a long term need however consistent and persistent efforts need to be made to break a negative behavior.
Answering this question is a little bit hard and tricky. Lots of factors play roles. Generally, balancing the power and applying the adequate procedures may help.

Interesting question, when I was beginning as a project manager I had to ask the same to another PM with more experience than me, and he told me something like Kiron says. It is more about the agreements that you establish and of course using a little power.

Hopefully your PMO's org is aligned with dealing or curing. I'd make sure that the issue does not start there, otherwise, you will need to start there
In my experience, the only way a bad culture can be repaired is for senior leadership to take the problems seriously, fire the problem managers and make it crystal clear to the organization that the bad behavior is not tolerated. And leadership must reinforce the new culture often. If senior leadership won't do that, the only other option is for you to find a better place to work. Culture flows from the top down; cannot be repaired from the bottom up.
