How to deal and cure a Passive-Aggressive Culture at workplace?

As we know passive-aggressive behavior is contagious and the dysfunctional behavior spreads very fast

So how to break that vicious passive aggressive cycle? if you have seen this cycle play out in your workplace what have you done to break it?

Tone setting is utmost important...and I trust the Person at the top sets the tone.

Many things ( almost all) depend on it.Hence lot of repair /corrections are required and definitely it takes great amount of time.
Bala, good point at start but most time we already see the tone is set up before
