It sounds like you have the right set of skills and experience to land a job so it might be a question of being "invited to more dances". Unfortunately, networking so that you have a broad set of sponsors who are willing to put your resume in the hands of hiring managers is really the only solution in most markets.
How flexible are you regarding the type of work (E.g. contract vs. full time) and location as the broader your flexibility and versatility, the better your chances?
How actively are you involved with your local PM association chapters?

Yes, meeting more hiring managers is certainly a good idea. Open to suggestions and introductions.
No problem with doing the networking I am ready to dive in wherever it can be productive to do so. I am flexible on FT/contract/remote work, etc.
I am a regular attendee of my local chapter's monthly meetings.

Couple things: Where are you hitting the roadblocks? Getting contacted, first, second, last interview? Its great you have all that experience, but what, or where, is the trouble you're having?
Some possible solutions, based on assumptions, is getting a career coach that can also help with crafting your resume. Some find it hard to spend money investing in their future, but I can tell you from experience, that it is well worth it and will help.
In addition to that, as Kiron stated above, get involved in your local chapter. Begin networking and having dialogues with your peers.

Specific CV/presentation letter to each opportunity
Identify the possible questions/answer for each interview
Self assessment after each interview Saving Changes...
Prepare a set of commonly asked questions for Interview, write down your response for each question, ensure that your answers are precise and not detailed, setup mock up interview practice sessions.
