I'd suggest a web search to get an idea of the various formats out there. This allows you to be creative while producing a unique resume from motivation gained from browsing other examples.
Ten pages are too much. A resume should be to garner interest, the rest can be shared and highlighted during the interview. Saving Changes...

Everyone is correct-10 pages is too long.
As a general guideline-a resume should show at least a minimum of 5 years experience, 10 years being the maximum.
You can create a section called called "Program Manager Portfolio" and list the most recent program manager experience. Each job should have at least 3 to 4 bullet points.
For the other program experience you can create a section called "Other Program Manager Experience" and finish your list there with just the job title company name and dates work. There is no need to go into great length in this section.
Here is a link to Indeed and their examples. It's rather a basic example, but you can get an idea on how to build out the resume.

recently i have seen a resume of a person which is 7 pages long. But according to me it is overwritten; minor detail should be part of interview. All templates does not belong to all in general so every templates you need to change/modify based on your requirement.
Secondly what we are doing today we can remember very well but what we have done 10 years ago it is kind of hard to remember so resume should be focused on current information only. Saving Changes...
