Project financing is a pre-requisite for
- pre-investment analysis
- investment decisions, and
- determining the cost of capital
How we consider project financing as a pre-requisite for each of the above issues.

Not all projects are internally, or customer funded but need to acquire outside financing especially in startup and spinoff companies. In today's business environment senior PMs of Chief Project Officers are being tasked to find and close project funding. PMI has not identified this as a skill area as of yet.

This is where the role of a sponsor is normally applied as the conduit to secure funding - either out of their own budgets or leveraging their relationships and political capital with those who hold the money.

In addition to the previous comments, please keep in mind that the financials of multi-year projects are tied to the organization's financial plan. This means the company can choose to increase, decrease, or cancel funding at the end of each financial year based on information provided by the project manager, project sponsor, or other executive stakeholders.

The key point here is to define the word "financing". By the way, just to put this in the PMI´s framework, you can find the needed information inside the documents related to business analysis because business analyst role is accountable for that.

Not all projects are funded internally, skyscrapers, sport complexes, solar farms, wind farms and other large/mega projects are funded by investment banks, family offices, insurance companies and groups of investors. In the development of these types of projects the project manager must understand a completely new lexicon. Most senior PMs are not equipped and learn these skills by seat of pants. An advanced financial course and mini-cert should be looked into by PMI.
