The daily standup meetings have been held at 9 AM every day. Three of the project team members have missed or been late to the last seven meetings because they are running tests in another building each of those days. What is the project manager's best action? Saving Changes...

This is a case where the team is not sufficiently self-organized & self-managing to have adjusted the timing for their daily standups based on the short term unavailability of certain team members.
As a PM, I'd take it to the team - remind them of the purpose of the daily standup and the importance in everyone attending and then have them identify a better timeslot until the testing work has been completed.

I agree with Kiron. The team needs to adjust the time of the meeting if 9 am is not working for all of them. Saving Changes...

Agreed. Find a time that is suitable for all. There is still accountability, but the time is an agreed upon slot that works for all team members. Something else to consider is ensuring that not only the team understands the point and value of the meeting but that the meeting does indeed satisfy those values and restricted to the intent of the meeting without veering off course. Chaotic meetings are often avoided and have participants suddenly have conflicts. Saving Changes...

Schedule the daily meeting at a time which is suitable to all members. While the responsibility of the PM is to ensure everyone joins, but they also have to ensure that each member’s challenge is heard and decision is taken accordingly. The team member will also feel valued and wont feel forced to a decision.
Would be great to understand all team member’s challenges and setup a time accordingly.
