Can the site project manager take a better decision by comparing the resources to keep the activity within planned cost and also complete it within the allocated schedule?

It has been my experience that the PLANNED resource estimates are typically not reality-based. A comparison of the planned vs. actual is not helpful to me acting as a PM.
Typically, office/corporate based estimates are made by engineers that have little field experience. One area of concern is always earthworks. Most Estimators do not understand the realities associated with excavation (OSHA requirements, Safety requirements, alternatives to deep excavation) and blow the internal budget on that line item.
Our Execution Team always re-estimates and budgets all items prior to procurement. It is customary to utilize the corporate budget as a general guideline only.
In my opinion, Planned Vs. Actual comparisons of resource management are not helpful. It is the PM's responsibility to re-allocate while staying within the overall Project Budget.
