Project Management Software Recommendation

Hi guys,
I wonder if anyone of you have recommendation/experience in using Project Management softwares with following specs (I checked previous discussions but can not find something matching my requirements). Any suggestion would be greatly appreciated, thanks in advance :-)

* Cloud based with possibility to download desktop version for both Mac and Windows.
* Possibility to use calculations/formulas
* Track time for each project
* Allocate time for each task and distribute it throughout each day depending on the number of work hours set x day
* Can help to follow up leads and projects
* Can be combined/linked with a good CRM System in later stages
* Can be combined/linked with a good RFQ System in later stages
* Allows to have both Chinese and English languages .
* Budget: 20 to 40 USD x month

The budget of $40 per month will restrict your search somewhat.
This will limit one to open-source / community edition type systems.

The market does provide a large number of free open-source software programs in this field, but the integration with RFQ and CRM systems will necessitate software development at your own expense (time/money)

Note: Proprietary licensed solutions are more likely to involve monthly or annual cost (just in case you are unfamiliar with OSS licensing)

Off-hand you can look at ProjectLibre as it supports your language requirement and cost requirement (no-cost) and allows the user to run on PC / Macintosh.
