You can use Microsoft Project to do so. You also may need to have a separate calendar for each resource and then manage each project separately only based on calendars.

Are all of those 12 or so projects planning resources independently and are they using the same system?

I had a case where some projects where using Jira and others were using MS Project. We used Power BI to aggregate the data and report so we could track them. It was not a small undertaking to get this up and running, plus it is reliant on each project keeping the resource information up to date in their respective systems. If it is a one-off exercise then MS Excel may be the best choice.

Use MS Project and use Resource Pool to use the same resource in multiple projects.

As others stated, MS Project and if the intent is to use it to present a business argument, I'd highly recommend getting creative with conditional formatting in Excel. With some creativity, Excel is a great tool to use to present a visual and impacting reference that can help get the message across the right audience.

I Think Primavera is the best choice at the moment. The main advantage of Primavera compared to MS Project is during the control phase, which is. Primavera will provide a more accurate analysis than MS Project. Until now Primavera was able to display the graph Resources (material, manpower, equipment), Cost and S-Curve in the form of Percentage which can display comparisons between the plane and earn for each specific time period. At Primavera we can also work on Multi Project, so we can do tracking resource/cost by Project Portfolio. Also since Primavera version 5 is already database-based, so it can be used multi-user. Even now there is a Web version, so users can update from anywhere. Is it answer your question, Joan?
