Are you asking about creating a detailed charter or producing downstream PM documents based on what was in the charter?
If the former, then I'd suggest that your charter may have morphed beyond it's original intent which is to authorize the project's existence.
If the latter, then while there are foundational books on project planning which could help, I'd first recommend reviewing your organization's project management policies and standards as a lot of that info might be found there.
