Predictive or adaptive are two extremes on a continuum. Most projects fall somewhere in between and it is perfectly fine to mix and match practices from either approach based on the needs of a specific project.
While construction projects have traditionally followed predictive (I.e. waterfall) approaches due to contractual requirements, regulations and physical or technological limitations, there are now more options available depending on the scope of the project to leverage agile methods (e.g. through use of additive manufacturing or prefab components).

This depends on the projects - If you are managing project on owner side then you can apply both for long term projects to adopt new technology or material availability and other along the project life cycle but if you are contractor it is mostly traditional way due to contractual obligation .
