Recently, I've completed a PgMP training. We were told that the program cost budgeting is done in the program delivery phase of the program lifecycle, why? why it's not done in the definition phase (forming or planning)? I can understand that programs are much more uncertain than projects, but still, this is something that must be prepared and planned and then periodically revised during execution (delivery phase)! Costing for programs is an iterative process. During program definition you won't have sufficient detail to have high confidence estimates but a ROM could be provided to ensure funding decision makers dont have early "sticker shock".
It is only during delivery that high confidence estimates can be developed and for many programs those too might be done progressively following a rolling wave approach through use of funding tranches or similar methods.
I personally believe that you should do your budgeting and estimation as soon as you can. When you can have an estimation, you need to add it to your plan. Later, you may need to revise it with a new and more accurate one. Saving Changes...

Thank you all for your inputs. However, I still think that the earlier the better. Even though cost budgets after starting executing may vary enormously from initial ones, primitive figures should be considered. I still don't understand why not! Saving Changes...
