The areas to look at are the boundaries of the project. You have asked some work in a RFP or other process and now you have to figure out what is offered. Boundaries are
interfaces (obviously what will be delivered by the vendor and what by you)
training and training material
documentation
Testing which test will be performed which environment and test results to be presented
Delivery according to specs in which environment, production or test environment, testing against stubs or real apps
What conditions are mentioned in terms of performance and other non functionals,
Assumptions in terms of turn around times response expected from you
And obviously check if th requirements set will be met and towards what percentage

I don't mean to sound harsh, but the scope of the effort needs to be provided to the vendor. One then evaluates the vendor's efforts based on what was agreed to. This also implies a change management process to allow both sides to agree to changes in scope. To evaluate a vendor's work, one needs to go back to the agreed upon scope - that is the only approach that is fair to all those involved.

In the initation phase you will have to confirm with in reagrd with vendor on the following items (statment of work and Project charter ) both of theses documents will keep in cycle of reviwing your vendor business needs , Durining Palnning when you will build scope of work document you will be having a grate review of Businees Requirement from co refrenced Project charter and Statment of work .
Than
On your way to create your WBS it will be based on your scope of work & scope defination , So if your deliverables in the scope of work is clearley defined so you will be able to create the first phases of WBS .
Then youor team will be able to decompose to deliverables to work packages and even to activity list and vice versa .
