Is Cultural resistance is the root cause of quality issues? What do you think ?

Quality is a strategical term to be defined by the organization. To define quality "client" term must be defined first. When that on hand, culture is only one of the seven variables to take into account to formulate a business strategy / business architecture (just if you use Tom Peter“s Seven S model). With that on hand you can make your gap analysis to decide what must change to put your quality definition to work. So, culture is not the root cause on isolation and all the other variables must be aligned too

To add to Sergio's feedback, while it isn't the root cause, it can be a dominant blocker in sustaining quality improvements.

In many cases it is the hidden reason behind quality issues that come to the surface due to misunderstandings in communication or different cultural attitudes towards objective expectations, understanding of terms and definitions etc.
