There are a few complexity models out there, and they are all multi-dimensional. Novelty of the solution or goal, number of stakeholders with differing goals and the tightness of constraints are three key drivers.

Complexity is actually how many different pieces and interactions you have. I won't get on my soap-box about how widely that word is misused in practice, but it's not the same as complication or difficulty. It's more like Communication Channels as defined in the PMBoK.
"Complexity models" using the commonly misused meaning, generally try to evaluate the overall difficulty through a combination of how many moving pieces you have in the project, the level of difficulty combining them together, and risk that the expected level of effort will change at some point.
Things like cost and technology can be proxy metrics for "how many pieces", and "how difficult", and unknowns can help evaluate how accurate the estimate may be to the actual results. Saving Changes...

As some indicated there are different ways to gauge the complexity of a project. I use criteria such as:
a) Is it new tech
b) Do I have skills gaps in the team
c) How many stakeholders are involved
d) How much integration is required
and there are many more. But the key to defining the complexity of a project so that it is useful is to reevaluate the criteria you use often. The reason being that if you measure the correct criteria then the complexity of your project should decrease over time as you address the issues that make it complex i.e. skill up, doing stakeholder analysis etc. When the complexity of your project increases it means that some areas you are measuring are becoming worse i.e. understanding of tech is not improving, skills are not updated, stakeholder communication is not being done properly etc.
