Scheduling models are net capacity and dispatch?

share your experience if you have used one of these two models in scheduling tasks

Net capacity scheduling = work is allocated based on a known capacity ( hours available) and additional resources contracted if needed.

Dispatch scheduling = most often to manage contracted some of the work packages required external resources due to many reasons

Do you use external contractor along with your team? I guess to execute certain task we need to contract it out, do you agree on that?
