While developing the Risk Management Processes we usually define the acceptable / unacceptable criteria for key Objectives of any Project (quantify the risk), which are usually Scope, Time, Cost & Quality, however the criteria for health, safety & environment is not the part of Objectives of any Project.

My question is how can we include it in Risk Quantification?

Thanks in advance for feedback on this matter.

Regards,

Those would either fall within the realm of EEFs which need to be considered when managing risks OR are explicitly part of the scope of the project as regulatory, compliance or other such "control" requirements.

Thanks Kiron, I also think it can be embedded in the scope requirements.

I support the Kiron's idea. You may also need to consider the associated cost of safety, health, etc. as a consequence of the associated risks.
