I was trying to check an old issue of PM Network "March 2014", it shows in the list but can't be open.
When I click the read it opens www.pmi.org. I try various issues in that period it does the same from November 2013 to July 2014 before that it "Failed to open page"
I was in the right place but for some reason, my connection (user password) was not fully recognized. I had to go to PMI site and dig back to the PM Network page.
I think has to do with memory, cookies or something technical.
Funny the more recent issues open without a problem Saving Changes...
