The format of the Agile Manifesto Values (A over B) tells us that we should apply more of our focus, emphasis and intention to A than to B, whereas the Scrum Values give us direction to the work, behavior and actions within the scrum framework (when we use practises, work within the framework we should as a team re-inforce these values, not diminish or undermine them).
They are complementary. The former guides us in ensuring we are focusing on the right things, whereas the latter highlight key characteristics of successful teams.

Those are not values. The manifesto do not say that. The manifesto stated: " We are uncovering better ways of developing software by doing it and helping others do it. Through this work we have come to value " and at the end of the list you put above: " That is, while there is value in the items on the right, we value the items on the left more. " Some people thing that those are values but it is a common misunderstanding. And that is the first step to fail when people try to use Agile based on the Manifesto Instead, what Scrum stated yes are values. Just to understand that please go to the definition of the term "value".
