If you follow team development (9.4 DEVELOP TEAM) model (Tuckman ladder) then this negative person will not be there in the team.

But unfortunately if he is there then try PMBOK 6

9.5.2.1 INTERPERSONAL AND TEAM SKILLS
-Conflict management.

After all other fails then as a leader (Project manager) you need to Withdraw resource.

Super negative are those Who never seem to see the positive in what you’re working on as a team or who always pokes holes in everything, always kind of has a bad attitude, and points out why things are not going to work.

First, speak to this person one to one. If unsuccessful, escalate to Line Manager (matrix organizations). Check also how the stakeholder fares in the Power and Interest grid. Assess. Withdraw from team if necessary.
