Step 1 - Understand what the root cause is before 'handling' anything.

How you proceed will be dependent on the output of step 1.

Sorry for the generic response but without knowing where the disgruntlement comes from it is difficult to determine how to handle the situation.

It has to do with the circumstance, the problem, the root cause of the problem and etc. There is not any general solution.

It also depends on your role and the power structure within the organization. How you will handle the situation will vary drastically if you are their people manager vs. if you are a project manager in a weak matrix model.

It is interesting to consider Herzberg's motivation-hygiene theory when looking at disgruntled employees. You may find that the worker's complaints line up with Herzberg's concepts. The disgruntled workers I've known have typically been upset because their work lacked necessary hygiene factors (adequate pay, benefits, job security, adequate training, etc.), in addition to motivation factors (no recognition for their work, no room for promotion, no responsibilities in their duties).
