Cultural change is slow process and will take time. Habits and behavioural changes which are vital component will take lot of right efforts and time. This can not be change overnight.
This is what I feel the biggest challenge of cultural changes required for success of time bounded project where there is no provision for such kind of challenges.

Sustaining changes in behavior beyond the initial rollout of the change. If accountabilities, incentives, performance evaluation criteria and leadership & team working agreements aren't updated to reflect the target culture, don't be surprised if strategy gets eaten for breakfast...
