What are quality management frameworks? What are the best frameworks of quality available?

There is no such thing as a "best" framework as it needs to fit the context of the organization and the products or services produced.

A standard is usually the basis for designing or developing a framework. PMI has published a PM standard as part of the sixth edition of the PMBOK Guide and that can be used by organizations in developing a framework for how they will manage their projects.

Is ISO a framework or standard?
And what about Total Quality Management and Lean Management?

ISO is a set of standards. TQM and LM are philosophies.
