What Risk Factors you will consider for GO/NOT GO proejct decision on the implemenation of a digital transformation platform of Blockchain?

I would like to see any other risk factors would be consider in risk assessment of a digital transformation platform of Blockchain.
a. Customer Driven - Diffusion Innovation of Theory
b. Employee Driven - Knowledge Management on expertise of the project area
c. Organization Driven - the transformation from old legacy technology to new platform
d. Regulation Driven - Ordinance/ Regulation/ Compliance requirement from related authority

Define your success criteria and work back from there. Starting in the middle with risk factors will lead to confusion.
