If Project Managers are Agile Coaches they can coach the team on Agile processes and methods or setup the discipline for Scrums or iterations.
If working in traditional waterfall they can set expectations for accountability, coach the team on time management , recommend other training like DISC personality profiles or if team members lack in training about Agile, Prince2, Stakeholder Managment, Facilitation skills, CAPM, they can recommend to the Resource Managers to send them to such training . I have said this before and I will say it again, plan, plan, and plan again.
I learned a long time ago prior preparation prevents poor performance and this has a great standing with boosting the PM skillset. Along with this baseline, you need to throw in active listening, communication, engagement and get qualified.

Good question, Shadav, potentially the replies show a lot of useful practices.
My ideas are:
1. 1:1 coaching of team members, targeted to close skill gaps of individuals
2. team training to level up skills for the whole team
3. select team members based on willingness and ability to learn
4. compose the team so that cross-fertilization is encouraged (e.g. build pairs with different background and attitudes)
5. establish individual targets based on self-development, measured by increased value to the team
6. encourage team-external networking (visit congresses, mentorships, association membership)

Well, it may not happen for a specific project because of time limitations. However, you need to encourage them to update them personally and you should invest in their training. Need assessment is important.
