Leveraging blockchain for a typical distributed ledger use case wouldn't be innovative but if someone could come up with a unique use for it, that might be.
All projects need to be planned - the question is just how much planning makes sense given the context of a given project. If there is little experience with using blockchain and product viability is questionable, then an adaptive lifecycle with early exploration of technical uncertainties and an MVP focused on confirming market viability would need to be planned.

Blockchain is not new. Is just an new technology implementation based on old concepts. On the other side, blockchain has not technology focus, it has a business based focus.
