I think you need to elaborate more . Since a myopic view is counterproductive .

The Project Manager must absolutely find out dependencies and constraints early on in their project to avoid nasty surprises , especially in a Matrix organization where there is an internal resource pool.
At the same time they should cover all the PMBOK knowledge areas , especially around Stakeholder and Communication management . You never know who can give you more information regarding your project or who may be a direct or indirect consumer of your product's outcome.
Focus is a good thing, Myopia is not !

While it is never a good thing it is more common that people like to admin. My personal opinion based on experience is that it mostly revolves around urgency. An urgency to get the job done, an urgency to deliver on time and urgency to collect the cheque. One of the typical symptoms you will find on such a project is the "Ok let's get the job and, we will circle back later to find out what went wrong". At this moment in time I do not really care what the impact is beyond my project.

Typically this type of behavior is cultivated by management who sits behind the urgency drive so while I do feel that each PM has the ability to change this mindset and are therefore responsible for the mess it creates, the bulk of the blame can be attributed to management for not supporting a change.

Hi,
Don't know what do you mean by myopic but PM should be focused about the scope and don't look any thing other than scope. Sometime some advice and request are so good that it always tempting to include that but that lead to scope creep.
From developer point of view, you will be considered as dull and sterotype personality. I believe when you say myopic, you mean person who just think about project's WBS.

I agree with Anton. I have yet to work at an organization that views projects holistically. Most Sponsors care only about the projects for which they're responsible, so the PMs working with them are forced to focus primarily on those projects. The situation is considerably worse if projects have to compete over financial and human resources as well.

Some of them may think that this is a way to be successful in scope management or make things as simple as possible.

I think a lot of it has to do with the culture of the organization. A focused, creative, and results orientated organization will encourage all within to look beyond their typical lanes, and AOR. Incentives will also help towards that aim.
