First, I'd advise the client to rank the scope items by their functional value and/or the profit they'll bring to the organization. If all the scope items contribute approximately equal functional and profit value, then simply let each stakeholder contribute an equal number of items to the first release. Saving Changes...
Before getting to scope alignment, it is important that stakeholders are aligned towards the project vision. Once that is accomplished, then an objective prioritization or evaluation method could be considered or something more simple like dot voting depending on the audience and the complexity of the project.
